To apply this theme you have to install GO LauncherEX from Google Play (it's free!). Then go to: Menu -> Themes -> (swipe for...) Installed -> Lightdown -> Apply!
If you want to change icons just long press on the icon -> Replace -> choose the icon you like (that's because some devices can not to change icons automatically).
If you want to change wallpaper go to: Menu -> Wallpaper -> GO Wallpaper.
And something new! Go Dev Team provides new version of GO Launcher, and now you can change App Drawer Background:
Menu -> Preferences -> Visual Settings -> App drawer background.
