This is not a standalone app, for use it you need a launcher such as Apex, Nova, ADW that allow custom themes.

ADW Settings > Themes > Goolors theme > Apply

-Apex Launcher:
Apex settings > Theme settings > Goolors > Apply

-Go Launcher EX:
Themes > Installed > Goolors > Apply

-Nova Launcher:
Nova Settings > Look and feel > Icon Theme > Goolors theme

-Holo Launcher:
Appearance Settings > Icon pack > Goolors
