I'm looking at getting a Windows Phone, but I have a few questions.

Does the info in the forum still apply? On the whole...
I'm coming from Android where I needed to unlock and root the phone. Do I need to do this with the Windows Phone?

I don't mind paying for some apps but others are completely over priced!

only you can developer unlock via Microsoft... no root, no other types of unlock... also with developer unlock, is limited number of apps you can deploy on phone and many XBL games and achivements not work

if you want full unlocked and rooted WP device, buy one of WP7 HTC (HD7, Trophy, Mozart, Titan, Titan II), Samsung (Omnia7, Focus). also possible with Nokia Lumia 710, 800 and 900 but need unlocked qualcomm bootloader


btw, install Store Deals on WP and you watch discounts and promotional free periods for apps and games.... in almost two years i collect apps and games in value of 500$ for free...

Most of the info here mainly applies to WP7 devices. However, some aspects like what dxdy mentioned, about getting developer unlock from Microsoft still apply.
