The basic idea of Voice (+) on IRC is that the channel can also be made "moderated" and only voiced people can speak than.
That means if you are in a Channel where e.g. someone from a magazine discusses with someone from a company, evrybody should be able to read what the talk, but only this two persons should be able to talk, so that nobody else can write (and disturb the discussion...). An Operator of the channel can set the "moderated" mode and give "voice" to this two people and all the others can't write now...
As the PPCW channel is not set to "moderated" voice can be set additional to show the more important persons (in this case, the VIPs)!
