I'm new here and i would like to share with people my app whenever i try to post new topic i cant see new topic icon only in the this section of the forum i could post
could someone tell me what's wrong here

You are most likely trying to post it to a category in a section. First post it to Software Releases, if it's a program/software, and a moderator will look it over and move it into it's appropriate category. The same goes for games.
