No, there is no "Great Firewall" there, at least yet.
(It's pretty hilarious how the HK govt is making complaints to Google because it brings up a protest song as the "anthem of Hong Kong". The more they complain, the more popular it gets.)
I checked with someone else in HK and they could get the file without any problem.
So I suspect some antivirus on the guy's machines has blacklisted the site.
