It depends on your operating system
ActiveSync in no longer used in Vista, it has been replaced by Windows Mobile device center. Ive got that installed and you just double click a program and it installs on the PPC device

I have a question that maybe someone could help me with. I am using Microsoft Activesyne 4.5 and recently I had to restore my pc and there are apps listed on the activesync options tab that I no longer have on my phone and no uninstall on my pc since I had to restore it. Anyway to get rid of it off the options.

Aren't they selectable and uninstallable in ActiveSync itself?

No. Just listed and settings grayed out. It had been installed with a pc setup and even did the uninstall through add/remove and said it was uninstalled but still listed in the options of activesync.
