This program is really bugging me. I even haven't set my sim card number to it. I uinstall it, then I soft reset it just keep popping up. Please help me remove this. thanks

You can uninstall it from install file. If you install from cab file, you have to download exe file then run it for uninstall.

go to the startup folder found in the windows folder then delete "uta starter". soft boot the phone. then go to windows folder and delete uta v3 and utacfg. lastly, go to program files folder then delete the uta config folder
