If I may suggest, go to the nearest HP Customer Centre and request for ROM upgrade. Preferably to have the official WM6 from the manufacturer of the device. Hope that helps!

there is no "official" way to do it and HP has said they wil NOT release an offical rom update.
But the 6828 is identical to the O2 Atom (non exec/xda/or any otheres, only the original) since there are WM6 roms for some Atoms, you might be able to use on of thoses roms. But then it could also brick your pda, so its up to you.
