i uninstall some programs but the icon is still there. how i can delete?

You mean in Start Menu\Programs?
Open any file explorer. Navigate to Windows\Start Menu\Programs\ and delete the icon there.

you can remove them either manually or by using a 3rd-party tool.

to do it manually simply open your file explorer (no matter what file explorer you're using) and navigate to Windows\Start Menu and look for dead shortcuts in this directory and its sub-folders. you can remove any useless shortcut with no hesitation.
