Hi. Welcome to the forum and nice find!
It seems that the installation is really quite straightforward, quoting the website...

New Cab Install!!!!! By Bedoig

1) Install Wisbar Advance Desktop. The WAD2 Release Candidate 4 cab that jdume posted should last you until July 31, after that you'll have to upgrade to a new Release Candidate or buy the program (if it is released).

2) Install Wisbar Advance 3. At the final phase of the installation, you will be asked if you want to start Wisbar. Choose no (uncheck the box), and then hit "finish installation."

3) Install "Diamond Theme - by jdume." This cab contains all the necessary files, registry entries, etc. to get your theme ready to go. You're device will reset, and you should be ready to start customizing all of your people, programs, etc (sorry, you still have to do that part yourself ).

My life has no purpose, no direction, no aim, no meaning, and yet I'm happy.
I can't figure it out. What am I doing right?

And after that you must (that's the thing i looking for, but now i found it, and i share it) :

The three cabs you need are (vjvolubilis this app allows me to toggle some of the comms buttons
so you don't always need to bring up the comms manager note: this app only works on some devices) and the (ActiveMediaPlayer this app is just
what I'm using for the Music page all it is is a today plugin) (WP_Trial08_Fixed_cab.zip the first two are cabs
and the last one is in a zip file so you will need to extract the cab from it.
Please transfer the cabs to your phone where ever you like and tap on them one at a time to
start the install. Once they are installed please soft reset. Now please follow this path
because we need to disable them for now. start\settings\today\items uncheck V2R and WeatherPanel
then ok and close.

Next if you want any of the other apps I provided please install now or skip and go
to the to the next part. Once all are installed soft reset.

Ok now that you have all your apps you want to use installed now its time for WA3
and WAD2. Install WA3 first then WAD2, In the HTC Touch Diamond zip extract the Lakeridge
folder and the HTC Touch Diamond Images folder now take the Lakeridge folder and place it
in the program files folder and allow it to over write. the path is: start\programs\file explorer\
mydevice\program files. Now place the HTC Touch Diamond Images folder on your storage card.
Soft reset. You will have a blank screen and where start should be it will say desktop. If you have this
your good if not start over again.Tap and hold on the blank screen a menu will pop up, select settings
then change Theme, then Desktop2.x theme, you will see HTC_Touch_Diamond_v2 select it,now ok,ok.
You should now see the theme!!!! But were not done yet we need to go and start WA3 for some reseason
I could not import my setting for changeing the top and bottom bar so we hav to manualy do it. But it's
not that bad. Lets begin.
Tap and hold on the screen it will bring up a menu select settings, change theme, wisbar theme, custom theme.
Now select menu at the bottom right corner, select customize. Now you should see a bunch of options.

First go and select menu bar, then lower Backround, change solid color, to black.
Do the same for Upper Backround.
Next select Soft Keys(WM5+),at bottom left tap backround, change solid color to black, then ok, now select
normal font, color, change to white.
Now select Taskbar, Backround, from the drop down menu, select solid color, then change to black hit ok now
go to title font, uncheck bold, and change font size to 12.
Finaly lets go and change the order of the icon on the top bar, or leave it. the choice is yours.
Go to start, programs, wisbar advaced 3,wisbar advanced settings
go to startup place a check in the box next torun wisbar after soft reset, delay startup 2 seconds.
Next go to Taskbar battery/memory status check make item visable.
On the same screen, under button name, tap the drop down menu go to clock uncheck make item visable. Hit Apply bottom left.
Still on the same page, select the order tab at the bottom, select battery/memory status move up above the word menu.
Hit Apply again and your done. Now ok out.

Well now you should see every thing in its entirety. Congrats you did it!!! give your self a pat on the back!!!!!!!

I hate to tell you this now we have the theme on the phone and functioning, now we need to set it up with all are
personal stuff like favorite people, favorite websites, photos and videos, weather, setting, favorite programs.
With this next step I will show you how to set up each part, and before you no it you will be a WAD2 pro.

Then, to set up the theme you must:
Select your first contact on the right side in the row of 7 favorites. Tap and hold on the siluet and select "properties" from the menu, tap on "layout" tap on the grey box with the three dots, next on the grey menu bar below "type" there is a black down arrow tap it and you will see your file system, expand the storage card folder by tapping the + symbol, then find HTC Touch Diamond Images, again expand that folder find the People templates folder expand it, and inside you will find Contacts generic and Please read folders.
Disregard the please read folder. The contacts generic folder contains 9 generic siluets male and female, chose one and ok out. This is also the same procedure for adding your own personal pics, you can create theme by using one of the generic picks and photoshop then save it here. Now you should have the new pic for that contact, you will need to position it, tap and hold on the pic a menu will pop up select move and use the D-pad, or tap and drag.
On the first contact, where it says "m:Number" there is already a button there for you, Delete it. tap and hold select delete from the menu, ok lets change the text.
Tap and hold on "Name" then properties and under "text to display" enter the name you want, do the same for the m; umber text.
With me so far? Lets create that shortcut to call your contact now.
Tap and hold on the screen select "new" then "button" Normal image path tap that grey bar with the black down arrow select the "People templates" folder now you should see some images, you want to select the BB image. Hit ok. Pressed path tap the grey box with the dots, and select BB pressed. Then ok.
You now have a button, now we need the shortcut. Select "edit script" then ADD next from the drop down menu find "Call a phone number" select it now simply type in the phone # you want to call. Ok out, back to the People page.
You will not see the button you just created so you need to tap around on the screen and find it, then move it into position.
Now tap the right arrow next to the dashed line and you will see another drop down with more options to set up more short cuts for that contact, and its done the same way as when we just created a new button and shortcut. Do the same for all even contacts and your done, I know it seems like alot but once you get the hang of it its really easy.
