1. Execute the installer
2. Goto "C:\Program Files\Microsoft ActiveSync" and find a new folder with one or more cab files
That's it.
Other than that, like unpackers...read on: http://forum.xda-developers.com/showthread.php?t=310788

ya you can the best way to do so is to Install the file when your PPC is not connected . The Installer should complete and when the Activsync Installer Pops Up it should say "The Device is not connected files will be downloaded and Installed the Next time you connect your phone" exit this window and then check the Microsoft ActivSync Folder (Usually C:\Program Files\Microsoft ActivSync) and you should have a folder with the CAB Files in it.
you could also search the temp Directory for CAB Files (Press Win+R and type %temp% and Press Enter).
If the Installer asks for a Destination in C:\Program Files Check That Location Also.

Remember to uninstall the app before you connect your phone or it will start downloading the Cabs to your phone.

In the active sync folder is only one folder and there is a .cab file of a app which i've already instaled on my PDA.
When i tried to do this with universal extractor it says "cannot find any files".
