The Superhuman Control Initiative came to be in the aftermath of humans suddenly gaining superhuman powers. An authoritarian regime, the SCI controls everything to do with superhumans. Those supers who don't register with the SCI are excluded from society. Most become criminals, having no other choice. This is the story of heroes and villains living under the SCI.
2. Caged Tigress
Lady Victory has fallen to the deplorable debauchery of Mesmero. But taming Lady Victory and turning her into his obedient slavegirl was only the first act in Mesmero's plans. Now, with Lady Victory under his thumb, Mesmero turns his eyes to another of New York's protectors, the nimble Tigress. Will the feline femme fatale escape Mesmero's malicious machinations, or will her vaunted reflexes be too little to save her from the supervillain's clutches? And what of the other Defenders? Will they be able to save the day, or is New York doomed to suffer Mesmero's wrath?

The Defenders, the SCI-backed super-team protecting the people of New York City, have fallen. The villain Mesmero has captured them all, and broken their minds, turning the heroines into his willing slaves. But his actions have not gone unnoticed. The SCI is mobilizing other heroes, trying to contain the damage, and keep it out of the public eye. Because the fear of what might happen if people knew the damage a mentalist could do, the consequences could be dire. And the SCI is willing to do whatever it takes to keep that from happening.
