In a precarious near-future, two of the three remaining city-states have left all decision-making to The Factor, an ostensibly objective intelligence originally developed to assist in a long conflict with the third, less advanced, war-torn city-state. The Factor now guides all decisions made by citizens through an internal personalised voice. It is from this third city-state, Archia, that John emigrates to futuristic Novea, seemingly for a better life. As a doctor struggling to unconditionally follow the instructions of The Factor, John catches the attention of colleague Sisi, who suspects that like her, John may be hiding something.
A drought hits Protea, the older of the city-states, prompting leaders to secretly manipulate The Factor to redirect Novea’s water supply. Director Hawkins is conflicted between being complicit in seizing power and the fear of the consequences if the plot fails.
Prejudices heighten as water levels drop leading to unrest as citizens scapegoat Archians, while Agent Jenkins unravels a deeper conspiracy. With the threat of war looming and Novea spiralling into chaos, all must decide whether their minds are as fallible as they were led to believe.
