A couple of Nalini Singh's later Psy-Changling books have bird shifters in them, but they're secondary characters.

Crissy Smith has one called Birds of Prey in her Shifter Chronicles series. Only one I can remember off-hand with them as main characters though Bianca D'Arc has them as secondary characters throughout a lot of her series...oh yeah, and she has a trilogy with Phoenix shifters which are technically birds, I guess, though I personally consider them more mythological than bird. - Lick of Fire is the series name.
