I see many times now, this :
Android App Bundle Repacked (Split APKs Packer v4.4.4 by KirIif')

Where could we find such Split Apk Packer (this one or another one) ?

Kirlif's is NOT public. Alternatively, you can use APKTool on Android to pack .apks to .apk.
