before 4.5 months i had the same problem and someone helped me. he said i should delete some "chace" file or something like that. and it worked after that

if your primary memory is low you can delte some files or move them to the sdcard.

yes, if memory is low due to storage issues, then delete/move to sd card via app management or from pc (assuming you have stuff in download folder, etc). U can also check cache, can hold big files too depending on what you use most.

If it is program (specifically THAT program) related, then root>data>app> and delete any non apk file extensions.

You need to also go to settings > apps and in the the app info many large apps can be moved from internal (data) to storage.

do a full file system scan ok a keyword from the offending apk u cant install and u might find some dex type files that aren't wiping when you wipe dalvik cache in recovery.
