Erm... because you are downloading stuff. It obviously has to download it to your storage lol.

As of Android Nougat, Google implemented this permission which is mandatory to access the storage (internal/external).
If you are running a version below N, you will not be prompted.
Blame Google for it, any app which needs access to the storage will ask for this permission.
