It's been quite a few years so this might be a long shot. I'm looking more for the author because I think she was turning this into a series and would have liked to continue reading it.
I only remember the plot itself

Characters live on different planets and ride dragons.
Heroine has special telepathic abilities and is kept isolated growing up until she can "bond"(not sexual) with another who will act as her protector/guide.
A prince from a neighboring planet is visiting on the day she is arranged to be bonded and she ends up with him. Because of her gifts she is extremely sensitive to the emotions of others around her and touching anyone cause pain (emotion overload) however she uses her gifts to detect lies and determine guilt in others.
The prince and her fall in love while uncovering a terrorist plot to overthrow the kingdom however it take him a while to truly understand her gifts and this causes some misunderstandings.
At the end she uses her abilities to heal the king for a stabbing(shooting) but almost dies in the process.

The book is by CJ England and is called More Than a Warrior and was slated to be the first book of a series called "Skyhawlk" but to the best of my knowledge the author never continued the series. Too bad - it was an excellent novel, IMO.
