Why does this app cost $440 in the google play store????

because Google accept this, not because this app worth that much.

Because they (developer) write in description to use free version as paid version has no benefits. I think they want to change some things in their paid System and until they are ready they chose to make it too expansive instead of removing it and adding later again. It's less work this way.
