I don't think it is anymore. Atleast not on my phone (Honor 20e)
I had issues before and I know you're talking about but everything seems fine now

Same here. Instander was great initially, but had to look for an alternative due to lack of updates. I was using Insta Plus by fouad mods, but wasn't satisfied so moved over to this. Seems to be optimised much better now.

although the dev of these Aero mods is shady af and has been caught red-handed stealing Twifucker codes, i think this is the best Instagram mod so far.

AeroInsta is your safe bet. I don't care much about the privacy stuff or whatever but it's great for having a built in downloader. Plus it's regularly updated compared to Instander
