In the case of book uploads, Calibre, a popular book conversion software adds the book cover to each file and to make easier for the uploader instead of having to go through a couple books (yeah, we are lazy) and remove them we just keep it in there. Not sure about what's its like with the other releases since I'm almost always in the eBook section.
It's just how life is: imperfect.

Just to clarify something (YES, we WILL get PMs if this isn't explained!

Many uploaders (myself included) add a cover pic along with the book file in their downloads.
I hate getting a book and then finding out that it only has a generic cover (or NO cover), or one of those Calibre-generated covers. So, in case there is a problem with our conversion and the pic did not get added properly to the conversion, we add it to the download.
Then there are books which have more than one version of the cover. I have one post which had three possible covers. I included all three in my download file to give the user the choice of changing it to the one they like best.
However, adding pics/files which have no use or relation to the file in question (porn, spam, links to your website, etc.) ARE against the rules and SHOULD be reported.

I know, this is one year old - but it is still like Gnutten said.
Please don't misunderstand me - i really don't have a problem with the pics in the ZIPs/RARs - but it would be really cool, if these pics were actual screenshots (or at least splashscreens) of the provided apps instead of "Bonus" Wallpapers...
Or would that be too much of an effort?
