First time I've had to request a reupload in a while and I just noticed the new button. I thought OPs were required by the rules to keep their links up-to-date and functional, so why does it now cost 3 WRZ$ to request a reupload?

Because releasers are now dealing with significantly more reupload requests with the automated reupload feature than before. Keep in mind that releasers can choose to refund WRZ$ instead of keeping it nonetheless.
