Is it possible to use the mobilism downloader to download releases in the app section of windows? I do not see a premium download link blue arrow for these releases.

It's possible if Premium-supported links are present. Unlike in eBooks and Android, there is currently no requirement in the Windows section to include Premium-supported links in each release. The Windows section is much smaller and less moderated than others, but we have been making changes recently to make it more Premium-friendly, for example: viewtopic.php?p=10802078#10802078.
