Few days ago one of moderator pm'd me against bumping old threads (rather just pm moderator raising the issue) as it gives Google alert to original author. Maybe this post is more correct regarding dead links-

If the user is inactive or absent (click on the profile button to check when the user last visited-) More than 4 weeks without a log in is considered an absent user and the release can be expired by a MOD, thus making room for a new release. If the absence is less than 4 weeks, the user is considered active and you have to request links via PM. Don't include the connector links if the user is considered absent and the book soon to be released by you.

If you request links from an active user and you don't get an answer within a few days, post a reply to the topic stating that the OP did not reply (include the date the PM was sent) and a MOD can then post a request for mirrors to the topic.

The moderator was absolutely right, we must avoid bumps at all costs and use the PM system as mentioned in the rules, twice. The thread whose link you posted says exactly the same thing as the rules, extended.
