I am the Israeli kibbutz, with more than 250 such communities scattered throughout the country, including about 10 that are south of 30 N latitude (Question 38). Not "a city or town" but "a populated place" similar to a "settlement" (Question 18), and which includes Yotvata (Question 61, although that's not a "city" per se). A handful have branched out into tourism (Question 19).
