Hello, I wanna ask whether it's possible to buy a book from Google Play Store, download it as EPUB, move it to my PC, then refunded the book? Is it possible to remove the book's DRM and etc?

Yeah it's possible. Do remember you can't refund within 24 hours of purchase as per Google's rules, but you do have 6 days to refund it after that.

Also depending on the DRM of the book, it might not be deDRM-able. A lot have the standard Google Book DRM which can easily be bypassed using this tutorial.
