First you should make sure you're using a non-stock browser like Firefox, Dolphin Browser, etc. If issue persists, try renaming the .htm file to .apk or .zip depending on what the original file extension was... That usually works for me. As a last resort, you could always download the files to your computer and transfer them to your phone.

Firefox 4 works with Sucsonic, haven't tried Firefox 5.
+1 for Phrack. I use Opera Mobile since i had the same problems downloading. I would definitely give Opera a try. Also Jaunty is right too. i have downloaded .zip files and .html files and renamed them to .apk files a couple times too. Not one Mobile browser is perfect.
