Often you can't... Look up the compatible devices on Fennec (mobile Firefox) and you'll have an idea which ones can and can't run Flash.
The story is, Flash is only compatible with the latest, ARM6-based devices. So while you can download/install the Flash APK for Eclair and Froyo, chances are if it's not working already it never will.

Mozilla Fennec would harldy be a good reference point since the beta is still buggy as hell.
Regardless of which device you are running it has to do with which version of Android you are running.
Adobe Flash is available on devices running Android 2.2 (Froyo) or higher. My Samsung Galaxy S had Android 2.1 (Eclair) when I bought it but then Samsung made a ROM upgrade available to 2.2. I am now able to watch streaming video from ESPN, CNN, FOX, CBS, NBC, etc.
There are lot's of people who have flashed a new custom 2.2+ ROM on their Android phones where an upgrade from the manufacturer wasn't available (XDA Developers).
So if you want Adobe Flash Player and you are have Android 2.1 or lower do a search and see if your device is capable of running 2.2.
You can't download Adobe Flash Player and try to install it on Android 2.1 or lower, it won't work.

Oops, you're right, I was wrong about one tiny little detail: I meant to say Flash only works on ARM7 processors.
Froyo has very little to do with it. I'm running an Optimus with Froyo right now and guess what? No Flash. I can download and install it but still not be able to use it.

On the other hand, Android 2.1 devices with ARM7 processors can still use Flash, already released and installable.

So the processor us the issue, not the OS.
