android market and pay-pal is blocked on my country , so i can't active load/save on tiger mame

i'm sorry for my suggestion , but can you please help me , i need tiger mame , i have v1.43 , but the latest version is 3.0.2 ,i can istall 3.0.2 but i need to active that as full version .
any help is really appreciated
