I dont get it. Does anyone outside of US and with no access to Play store needs it? How would some1 use it if it is only for US bank customers? Why post a free ap?

Rofl maybe someone edited it and added their e-mail address to the post login info who knows. I wouldn't download bank apps from third party sites unless there was something truly magical and it was an add-on or something.

Yes, free but, there is a new method to install Android apps directly on Windows Phone 10 so I cant access this app in the store (unless someone can tell me how to directly download it? )

Personally, I wouldn't trust downloading bank apps from any other place except the Play Store.

Have you tried Racoon? It's a Windows and Linux program that downloads free (not paid) APKs from the Play Store, including BoA: http://forum.xda-developers.com/showthread.php?t=2772436

Whoever dl financial/sensitive apps anywhere other than the official source, regardless of circumstance, is a braver person than me.
