With the Skype app, you can make free Skype-to-Skype calls, and send and receive IMs for free, one-to-one or with a group. You can also call phones at Skype’s great rates – over WiFi or 3G.
To make calls to phones abroad, simply dial the number in Skype and pay with Skype Credit – or make unlimited calls with a subscription. When you’re abroad, we recommend that you connect to a WiFi zone for best value.
If you already use Skype on a computer, you'll see your full contact list when you sign in to Skype on your Android phone. If not, you can set up an account and be ready to go in minutes.
Change log:

The only thing I can think of is grabbing the latest Skype avaiiable on vzw and trying to get make it work on other phones. Hacking in 3g with the current market available skype would be a MAJOR PITA. I would be genuinely suprised if smali could even decompile the apk correctly.
Edit: ignore all that gibberish above, http://forum.xda-developers.com/showthread.php?t=800714

Lets me sign in (unlike some of the other versions I've tried), S shows up on the taskbar, but never stop saying that it's trying to connect. The only version I've been able to get to work on my Epic is Skype (BETA) 0.9.1.0. The only downside is that it doesnt allow calls (obviously), no S on the taskbar, doesn't notify me of new messages as they come in (I have to keep the app active on my screen since it doesnt make noise or anything) and it uses a TON of CPU, upwards of 75%...but it runs. Oh well.
