Yes I have read about this
it depends on the mobile operator specifically
for.e.g it worked in Egypt, Morocco & Algeria
the apps which are used : Shadowsocks , Your Freedom, & other VPN apps
some of them requires modification of VPN settings in the app & the device
also there was method using modded old version of Opera Mini which worked for me at least for sometime
Search in YouTube you may find something relevant
