What exactly does the first one do?

Some apps cannot be accessed by some users in certain countries. This removes all boundary (country) restrictions. This does not make anything free, it does not crack or hack anything, it just removes the limitations of app access due to national restrictions on Google Play.

I have this same problema. There's no vending in my galaxy Note. When I try to install, it says Application nos intalled.
I'm in China right now, my Google Play programs and games I've bought with my Brazil account are blocked in here.

Does this require root? and if so Why did the 3.5.1.5 +mod v work with out root? I am just curious. I had the old one work fine this version won't even install. Thanks for your time in replying.
