Sorry to be a true NOOB, but I'm already in the doghouse somewhat. Bought the little lady a new Samsung Galaxy Tab 2 only for her to find out [and then explain to me in no uncertain terms] that she can't play the video web content she thought she would be able to do. Before I stick my foot in it again, will the above work on HER tab with at least fairly good certainty? If so, what's the best way to install it?

Thanks!!!

Yes, any flash version either from here or directly from Adobe (link above) will work - preferably latest.

BUT...it is very likely you (she) might have a browser problem - as Google suspended flash support, Dolphin (which I use) and other web browsers have also stopped flash support. Depending on what you (she) use, you might need to google a setting and/or file mod to re-enable flash support.

Ex: http://forum.xda-developers.com/showthread.php?t=1933179
Depending on your Android version, the Google browser (included) might still support flash. I know mine does.

You can check at http://www.whatismyflash.com if it's enabled in browser.

Not really easy for someone not very familiar, but that's the pickle they put us in.
