Ofcourse you can, all you do is use rootcloak and add both Android Pay and Google Play Services to the root cloak list.

I do not believe this is accurate. I think that if you use a root method that manipulates the system directory in any way, Android Pay will recognize it, and will not work. As far as I know, rootcloak doesn't resolve the issue.
EDIT: Just confirmed my thinking. Android Pay requires the system directory to remain unmodified, and Xposed modifies it pretty heavily. There are ways to get Android Pay working *without* Xposed (ie. systemless root) but the minute you install Xposed, all bets are off. Here's a some relevant discussion:
