I'm in the UK. The thing is, I also have nordvpn and even though when I force close the app, I choose USA from nordvpn, I still see the download button.

Just changed my Nord Vpn to the USA and cleared cache and force stopped the app and now I have the download button

Had to clear cache, force stop and use Nordvpn to USA. Then it worked. What a faff
