2.8 R3 comes with the below improvements and bug-fixes:

2. Fixed a bug in 2.8 R2a which disables the device buttons on few models.
3. In Messaging, the new composing message will be in encoding depending on user's regional setting.
4. Added WM6 (Crossbow) support.
5. Improved setup program to avoid the user install incorrect version onto the mobile device.
6. Special version for Palm Treo 750/700 series. It is optimized version for this series models.
7. Optimized CE-Star input panel loading.
8. Enhanced setup and uninstall program, to make it be installed onto Chinese devices more easily.
9. New Japanese IME, which allow the user input Kanji, Hiragana and Katakana. The Japanese support package will be available at the end of March.

No they are not. The R3a supposed have some bug fix and claims to work with Windows live now. The current release is now R3a from the developer site. It is better to include the original installation file along with the crack. Note that they have different release for OS type etc, at least I knew WM5/6 version, WM2003 version and Treo version for the suite level so the crack will be slight different.

CE Star 2.8R2 with installation and keygen:
While we wait for the keygen for 2.8R3, here is the version that everyone is looking for which is no longer available at Mobem's website. It is version 2.8R2 which is packaged for Dopod, but it works for any device.
Here's some instruction on the keygen:
1. Do not use what you are shown on the registration screen, i.e. "Owner Info".
2. You need to generate based on your "Device Name". Go to "Settings", "Systems", "About", "Device ID".
3. After you have generate the serialz, you have to add "-AAAA" to the end of the serialz, then you key in this to the registration.
This should work.
