as you can see Balatan also mentions "Outfits features Unlocked and Available to download offline automatically" you might have noticed that Duolingo has neither Outfits for its mascot nor offline courses anymore. this indicates that the text is old and has not been edited for a long time.

That was for paid extra courses like flirting and they were indeed unlocked, but I'm not sure if thats still the case with the new learning path
