Using maps for local, community / non-profit stuff should be alright, but if it's something commercial or large-scale, then you'll have to obtain written permission from Google. This is the reason why in such situations, people prefer to use OpenStreetMaps instead. OSM maps are free to view, edit, reuse, modify and distribute as one sees fit.
