It's strange, because it's just 52.32 MB file, so it's possible that you are facing a browser bug or something, try with another one, like if you are using a Chromium based one, then try with Firefox, or the opposite, if it doesn't still allow you to upload and they state that there's no such limitation, also make sure that you are logged-in, if still it doesn't work, then pls. PM @Disk4mat to let him know, because the green ones are partners and they should not have such problems (it's also possible that there's a temporary issue...).

Edit:
Both are based on Chromium as far as I know about Opera and this seems more like a message that you will get if you are trying to upload as a "guest" without an account to the particular file hosting site\service.

OpenAI has finally released the official ChatGPT app that includes GPT-3.5 for free (and GPT-4 if you pay). Official app pros: The best speech to text on Android (adds punctuation without being told). Also, it won`t get lost among other browser tabs. Chat.OpenAI.com pros: GPT-4 Plugins, GPT-4 Code Interpreter, Custom Instructions, & Chrome Extensions. Neither one has been neutered to save the dev money!!
