Yes you are all right was updated o the 16th of December and it is free.
But not all people can go out on google play for example people living in China where google play and google is blocked.
So I am happy to be able to get it anyway without using a vpn serever, that most of the time doesn't work anyway.
So no need to ask why somebody uploads something just because you do not need it yourselves.

Yes that is true in many ways but I am not from China and do not like downloading from sites
I can not understand what it says.
My Chinese reading is not good enough.
Also my phone can not download from wechat directly not sure why.

so this is one of the few options for people like me or in the same situation.
