I tried to install from the apk, but had message "the voice data failed to download"

Had it on my device running gingerbread...after OS update it stopped working:(

I installed in CM13 today, the TTS app can work and read. but cannot show in Text-to_speech output settings. any ideas?

I get the Loquendo7.4USA Android.zip, it works very well on CM13.
