BusyBox is a software application that provides many standard Unix tools, much like the larger (but more capable) GNU Core Utilities. BusyBox is designed to be a small executable for use with the Linux kernel, which makes it ideal for use with embedded devices. It has been self-dubbed "The Swiss Army Knife of Embedded Linux".

Hey, now that's a very good question! A few years back when I first got into rooting and ROM'ing my Android devices, I also used to wonder the exact same thing until I just got a lil tired of hearing the same old line from other people "you just need it for your device if you're planning on rooting or ROM'ing." So, instead of blindly trusting people about needing "BusyBox," I just took it upon myself to dig around a little online for the answer(s) to that question. Many people, such as yourself, are confused about what "BusyBox" actually is, it's benefits, and it's implementation/how it's used, but a simple Google search will definitely give you your answer. I just now searched a little and found the following that may help you out:

Correct, but like Titanium Backup, many started to integrate Busybox in their App and don't use or even look for Busybox installed.
I use a custom ROM that has Busybox already integrated and a Custom Kernel with it's own implementation.
I think to install Busybox separately isn't really needed nowadays, but it won't do any harm and will save you looking for solutions if missing it would be a problem for an App.
