It just says application not installed in my cyanogenmod7 Nexus one

had the same problem. the reason is that ROM Manager is part of CM7 and therefore seen as a system app.
u should try to uninstall the app first and then re-install.

uninstall with titanium backup pro, restart and install premium version.

Or you can just rename the APK to "RomManager.apk" and adb push it to system/app.

you dont need to restart phone ;)
Its ok with uninstall (about TB) and then install the new apk ;)
