More info on permissions:
• "Internet" is used to access Market,Dropbox,ChangeLog.
• "Accounts" is used to access Market.
Some advice:
• We recommend to avoid "modified" TB versions because they can cause various problems down the road.

LP requires a rooted device to work. Some people don't want to have their device rooted due to void of warranty.

Personally, I prefer the Patched version of Titanium Backup over the one requiring Lucky Patcher because the Patched one stays patched during CM11 Rom updates on my Android phone. As I update my phone often using the dailies for my specific phone, having a Patched version that stays patched beats having to use Lucky Patcher every day to 'restore' the patched version via Lucky of Titanium Backup. FYI, my device is rooted. In all, I'm not sure what changes with the CM11 updates that requires me to re-use Lucky to crack it again, but it often requires this. Hence why a Patched version is best.

As we can easily download the latest version of TiBu from the Play Store, and Lucky Patcher from Netbew, aside from any region where TiBu is not available or those who have have no Google Account, or have had it deleted, there is little to no value for anyone to download it from here, the only value that I can see is for the uploader, if they have uploaded onto a site which pays the uploader per download.
And as for why some people wanting a pre-patched version:
The custom patch in LP cannot be baked into a modified APK, TiBu has to be installed before it can be patched.
Some people like to bake it into their ROMs prior to flashing, so that they can be up and restoring their apps as soon as they get past the setup process of the ROM that they have just flashed, one file to transfer, nothing else to install. a much quicker turn around than transferring three files, flashing, installing, patching, then running.
A non-pre patched version can be updated by the Play store with a chance that the new version cannot be patched, and TiBu will not unlink itself from the store to prevent updates, by virtue of it not presenting itself in the list of applications.

The only difference between the two versions pre-patched (by MoDaCo) and to patch with LP is the ability to backup / restore also supersu or superuser.
As for cooking a rom, you cannot share the rom with cured app inside and if you do it for yourself, you'll just create a fleshabile zip that install in system both LP and TiBu.
Flash rom and then also flash zip with LP and TiBu....when you restart you can patch TB in a second without pre-patched version.

LP version don't work on my Samsung S4 Active phone. Some times it patches without being able to save the patch for reboots and most of the times it doesn't patch at all.
I did move Titanium to my SD card to save space and since I want it on SD card LP don't work. I have no idea why I only know it is non-working..
Therefore I prefer the patched version.
And as stated, the question was in no way a demand, just a very polite question.
