Manual Step:
Install the game from playstore first.
Open a file manager like Fx File explorer go to Android/obb/ and rename the game's obb file by clicking on rename option
and then adding only 1 X at the end of name.
Uninstall the play store version
install the modded apk.
Again go to Android/obb/ and rename the obb file of the game back to original name by removing the X in the end

I tried as the text in the RAR said (didn't download from GPS), game seems to run just fine, except of cause the hack didn't include "money hack" or "unlocked all decks" (which would have been great had it is added along with the other hacks) thus new decks still have to be purchase using real money. I wonder how I can get new decks without needing to make online purchases, got no means of doing so even if I wanted to.

You can still get more playing cards using the hacked YGO points through the in-game purchase option, but not decks. The mod didn't include 'unlocked decks', it never was mentioned among the hacks made. So there's really nothing to fix as it wasn't a missed, however it would have been nice if there's a way to make the purchasable decks available even if that means not able to play online. Per deck is tagged at USD6 when converted from my local currency, the issue is that I've no means of making online purchases even if I want to support the maker.

Problem is there are cards that can't be gotten without "premium" (real money), so we need a hack that allows for free buying of those or a hack that just gives you every card.

You will get banned if you use unlimited YP.
I bought all packs all avaters just by flashing xposed, installing lucky patcher, activating IAP. Or just patch with lucky patcher the official apk from google play for IAP. That may work too. (or use freedom)
