I have the Gameloft Store version (purchased) version 1.0.3, there are next to no changes (FPS Meter averages around 35fps on most tracks) but Shanghai for example still plays really bad.
There might be a small improvement, but for 60fps at all times, you still need the modded DeviceConfig file.
Tested on Samsung Galaxy S2 GT-i9100 running Android 4.0.3 (XXLPX, Open Europe stock ROM) and 4.0.4 (BULP8 Spain Vodafone stock ROM).
