There is no a direct rule for giving credits or not.
This depends on the uploader and the staff members can't punish an uploader only for this reason. On the other hand though, normally it's logical and 'common sense' and a must personally speaking when an uploader uses files from others, give the necessary credits.
And of course we can't know what each uploader does out of Mobilism..
