Edit: Got it working. Something was wrong with the ROM I was using, did a full wipe of the device, flashed a different ROM and now the game works great on my Nexus 7 2013

It installed and played fine for me. Check to make sure, the obb folder is in the right place - [sdcard]/android/obb, and verify your device is compatible in the play store.
